Can I use frozen fish to make ceviche?

Do I have to use sushi-grade or fresh fish to make ceviche, or can I use thawed out frozen fish? I have heard of using frozen shrimp for ceviche, but I plan on making a white fish ceviche.
Ceviche is cooked with the acid of the lemon. I want to make sure it would be SAFE to use frozen fish. I live overseas and it’s almost impossible to get fresh fish.

I wouldn’t think it would matter as long as you marinated with lemon .

Frozen shrimp that has been thawed would be fine…make sure it’s thawed though. None of the fish should be raw though. You can use cooked, frozen and then thawed fish. Ceviche is made with cooked cold shrimp.
