I live in Pennsylvania and a pretty good bass fisherman. I’m not too sure what kind of fish you’re wanting to catch, but this is what I’d do. Take a small ultralight rod with small worm or a meal worm and see what you catch. Find out what natural bait-fish are available in the area you want to fish. Once you catch a small baitfish, run your hook and line through it’s mouth and out it’s gill slot. Impale the barb of your hook through the fish just in front of it’s anus. Depending on local laws, you might want to consider a three-prong hook. Try not to injure the baitfish anymore than you have to, but sometimes a little blood trail will help attract the quarry to your bait. Good luck.
