I have 3 angel fish and 3 black widow tetra’s, and when i turn my light on, its as though they are stunned and just stay at the bottom, when i turn my light off, they are back to normal.

    They like the night life
it’s probably a kill-joy when the lights are on

    Fear of the unknown.
Most animals take cover after being
    blinded by the light.

Use a dark colored gravel. I don’t know your tank setup but you might possibly want to use a low wattage UV light. I’d also put some vegitation in there (live plants).
Also, check your water conditions and temperature.

Because they do not have eye lids, they cannot shut their eyes when suddenly exposed to bright light. slowly increase the light in their room BEFORE turning on the fish lamp. To give them time to adjust their eyes.

they prefere it to be dark. some fish like the darkness more then others. add things to your tank, places for them go into hidding if they want.
